How do I disable descriptive pop-ups (*NOT* thumbnails) at Taskbar

How do I disable the descriptive pop-ups --- *not* talking about thumbnails, which I've already dealt with via the Registry --- that appear after a second or two when my pointer is hovering (just temporarily parked, for no particular reason) over certain kinds of window buttons on the taskbar? This happens at the buttons for all my browsers, some apps (Outlook 2019, but not Word or Excel), and, under certain circumstances that I've not been able to identify, File Explorer windows.

For example, the taskbar button pop-up for the Forum webpage while composing this post in my Google Chrome browser reads, "General Support - Post New Thread - Google Chrome".

    Thanks for any help.

    .
I don't think you can DISABLE them.

AFAIK, the only alternative is to increase the delay time:

Change Delay Time to Show Taskbar Thumbnails in Windows 10

    Thanks

    I found this:
(I already use this app, and I use multiple settings within it. The app can be minimized to the tray and you can hide it. It has to be running the whole time though.)

If you're talking about disabling the text AND you mentioned you disabled Thumbnails:

How do I disable descriptive pop-ups (*NOT* thumbnails) at Taskbar-image.png
(When I place my mouse over any Taskbar rectangle, nothing shows up above it)

    Whereas if I do this:
How do I disable descriptive pop-ups (*NOT* thumbnails) at Taskbar-image.png
and put my mouse over any Taskbar rectangle, it shows the text above the rectangle when I place my mouse there.

I'm sure you can catch my drift of what I'm showing the examples of.

YET, if you want the Thumbnail preview WITHOUT the text above it, I have no clue how to do that. I tried looking online for a bit, but cannot find anything that does this.

To reiterate: I'm NOT talking about thumbnails.

Thanks very much for the detailed suggestions, but I'm looking for a way to accomplish this without using a third-party app. Apologies for not making that clear in my OP.
