Occasionally when I attempt to start a program I just get the hourglass and nothing opens. I can close that particular item by clicking the X (the hour glass is still showing). If I then open another program, within a minute or so the original program/s which I attempted to open will start up. Haven't struck this one before

It would help to know what the "slow to respond" program is called.
'a program' - are you referring to one particular program- or several different ones?
Clarity in your question is important- we can't see your PC, alas.
a. If it's a program that manages images, that could be one of several things.
b. How much free space do you have on C: ?
c. Are your page file settings as default? (Although RAM shouldn't be an issue as you have 16Gb).
d. have you examined your task manager to see what is happening during the delay?
e. History (so rarely given by posters)
- when did this start happening?
- what happened just before that?
- is this (or are these) programs that previously launched normally?
f. Boot to Safe Mode. Try the program/programs then. Any change?
May have found the problem. The last time this happened I was trying to open a Movie file with VLC, got the hourglass, so closed it and tried to click on an office file, got the same hourglass so closed it too. I uninstalled VLC and reinstalled it and so far all good. Mark it solved...........hopefully
You probably didn't need to Uninstall VLC.
When an app hangs or fails to load, Right click the Taskbar and start the Task Manager, and select the app, and click the End Process button. Then you can try restarting the app. If that still; hangs, then Uninstall and Reinstall.

Happens ad hoc but just recently
Nothing of note happened before
Programs usually load OK
Doesn't happen all the time so boot mode impractical.
