Thank you for your input Denis, But I am a senior who knows only a little about computer set up and your helpful suggestions are too technical for me. I use the terms I see on my screen and they may not be the correct ones for knowledgeable folks like you.

I wanted to have my downloads sent to a folder on my desktop. I created a new folder on the Desktop and named it Downloads. I tried to set it up so that my future downloads would be directed to that folder. In doing that process, the original Downloads folder on my computer disappeared and the one on my Desktop now had a system blue arrow icon next to it, along with some files I wanted to move.
The original folder was in the area shown in my most recent message to Spunk. It was gone, but now I think I managed to get it back. It is empty.

You seem to indicate that that the folder that was missing was merely a shortcut to the real folder in C:User/myname/Downloads. If that is the case, I should be able to copy all of the files and folders and paste them into the empty folder shown in that message to Spunk.

If I navigate to C: Users/my name/downloads, all the files are there. My question is now, how do I get those files back into the empty Downloads folder and would future downloads go there.

    CBW,

    Understood.

1 Until the current issues are resolved, the safest course is never to look at the "folders" within This PC. They are not real.
Always look in real folders instead - e.g. C:\Users\%UserName%\Documents

2 Right click on both these folders
    "C: Users/my name/downloads"
"the empty folder shown in that message to Spunk"
and say which has a Location tab.

I am happy to talk you through any task I suggest if you need help so just say so.
I'm certain that spunk feels the same.

    All the best,
    Denis

As Denis has suggested, the "Folders" in This PC are really just shortcuts to the actual folder. So, in the yellow folder in your TaskBar, File Explorer, Browse to C:\Users\cbwei\Desktop\. Right click the Download Folder here, choose Properties/Location (if that is there) and click the Restore Default. This will put the Download folder in it's Default location C:\Users\cbwei.
We suggest keeping it there, you can easily access this by clicking the Yellow File Explorer folder in the Taskbar. The user files will be located on the left panel.
Yes, you can copy all files in the Download Folder in One Drive and Paste them into the Download folder under your User Name cbwei You can stop OneDrive from Syncing your Downloads folder and any other user files if you like. Choose Folders for OneDrive Selective Sync in Windows 10

Denis and Spunk - Many thanks to both of you for helping me out of this jam I got myself into.

The folder shown in this picture has a location tab. It is empty

The folder in C:\Users\owner\Downloads does not have a location tab, BUT it has all the files in it
Download folder no longer located in This PC-user-file.jpg

Lastly, the Downloads folder (with blue download arrow icon) that I somehow created is still on my desktop. When I right click on it, it has no Location tab. I also navigated to it at C:\Users\owner\Desktop\Downloads - no Location tab.

Guys, I feel that this is somehow important knowledge, but I do not know what to do with it.
As I just now said the Downloads Folder shown below is empty BUT has a location tab. Its location is listed as C:\Users\cbwei\Desktop\Downloads\Program Downloads\VideoPad. It DOES say restore default.

So, what do you suggest I do now?

There are no folders shown in that picture.
As I told you before, those items are disguised shortcuts despite the subheading shown.
    The difference is important.
