Different clipboard contexts...? Weird paste behavior

I think I may have found something that explains some weird behavior I get randomly (not often) with clipboard pasting, where either whatever I copied won't paste, or something previous to the last copy pastes.

Today, I found two different clipboard copies pasting as if they were saved only within some sort of context... which makes no sense to me (I have nothing installed in relation to the clipboard other than what came with Windows 10, and I don't have clipboard history on. When I hit Ctrl+V, it says it's not on).

I make a Snipping Tool area drag of something, copy and paste the image to an email message, send it, then later manually copy a URL from a browser's address bar (though without the `?utm` stuff, so it's a manual click-drag Ctrl+C), paste it into a text message, then later decide to paste that into a new email message, but instead of the URL pasting, the picture pastes...

This is so bizarre. I've never seen that happen... it's like Windows has stored both clipboard copies in some sort of their own contexts and then for whatever reason reverted to the previous copy for the new paste.

    What is going on here?

I'm already fed up with Chrome telling me something was copied (like from right-click menu) then it not being there for paste (or the previous copied thing), implying it didn't actually copy, but the clipboard pasting a previous paste after a new paste implies Windows is storing multiple clipboard copies and then some sort of contextual bug or mishandling.

    Clipboard history must be enabled.

If you have text and images copied when you this setting turned on it will store those in the history which you can see by pressing WIN + V

Nope, it's never been enabled as far as I've ever seen. I checked twice, and it was disabled both times.

When I hit Win+V, it shows that it's disabled.
