No Shutdown Option

You can make life easier and create a shutdown icon.

Right click the desktop and chose New | Shortcut.

In the box shown enter the following location: C:\Windows\System32\shutdown.exe /s /t 00

Now when you double click the icon your PC will shutdown.

Give it a shutdown icon.

Right click the newly created shutdown icon and chose properties.

Under the named tab called, "shortcut" look below for the "Change Icon" option.

The first batch of icons shown in %SystemRoot%\System32\SHELL32.dll should show a red power looking button below in the group of icons. Chose that.

Now mind you, one of Windows 10's "glorious features" is to make Windows 10 not actually shutdown. It's more like a low level sleep Microsoft calls fast startup. To make sure your PC actually shuts down when you hit shutdown, follow this guide.

Has the task bar been set to autohide?

Or the Windows desktop is wider than the monitor!... seen this before, very frustrating.
You then have to scroll side to side!

Brink, You hit it right on the head. The resolution was way way off. After resetting it, things look really good.
