We need a lot more information and better description of what you are trying to do.
Google is a search engine, when you search for something it gives you a selection of web pages, you can choose one of these web sites where you can choose to Download a picture, copy the text to a Word Document, or Print the whole page. What are you trying to do?

What type of File do you want to Upload? (ie) Picture? Word or PDF Document? Music or Video File? Where do you want to Upload it to? What is the site? Do you have a certain site you would like to upload to?

Upload (is when you send a file from your computer to the internet, such as Google Drive). You cannot upload to Google itself, because Google is a search engine.

So you are trying to send a file from your computer to ...Google Drive?

If it's a small file, you can upload it directly into your post using the Insert image icon How do I upload a file from Google-insert-image-icon.jpg in the post's editing toolbar.
Full instructions and file size limits in How to Upload and Post Screenshots and Files - TenForumsTutorials
e.g. a small file such as a batch file or most screenshots can easily be attached within a post.
And note that Option 1 Step 4 is what you could use to put in a link to a large file in Google Drive.
