change the default save location from libraries to another folder

I think it depends on the application.
For example, Google Chrome has its own thing:

Every time I want to "Save As" something, it shows me the Desktop as the default folder to start from.

Almost all applications will open up the last SaveAs location the next time you use SaveAs.
Almost all applications will use the last Save / SaveAs location the next time you use Save.
Almost all applications will use the last Open file location the next time you use Open file.
Almost all applications will use the location from which a file was opened when it is saved.

MSOffice Word also has a default location that can be set in File menu, Options.
But it also follows the general rules above.

I have Word 2016. I just tried changing this setting, and "Save As" a new document, and it went to that new Desktop location, instead of Documents (which it was at for default).

I apologize. You're right. I trailed off a bit, now I know what you're talking about. Let me see if I can find a way to change the default save location for "Export all customizations".

1) Okay, the first thing that came to my mind is that it is very rare to "consistently" save the Office Ribbon's settings, hence making me reach a conclusion that I'm not sure Microsoft really designed an option to save the default location for Importing/Exporting the Ribbon's settings.
2) I tried searching online for the past 15 minutes or so, and cannot find anything really of a way to change the default location for that specific setting. Assuming that this is customizable, one would have to do some pretty intense research online to find some tutorial that shows how to change that.

3) I know exactly what you mean by how the default location for many Save features are in the Documents or Libraries or whatnot. So I made my own little custom "Shortcut" that takes me to the Desktop, and I can go from there. This is not the solution you're looking for, but it's more of a ...shortcut... to make things a little simpler:

Well, it looked like that was your question. So I addressed Save, SaveAs and even Open file but all you do is complain.
