Broadcast addresses for IPv4 (*) and IPv6 (::) subnets are written in this style.
If you search on which processes own the assigned network ports, some are network discovery services. Network discovery works by periodically spamming TCP or UDP requests to the local broadcast address, and waiting for other devices to respond. Since they don't know who has joined the network, it can't send traffic to a specific destination address.
