formingus, I was looking for this certain idea, and found it online:

Link: What to Do When Windows 10 Settings Are Not Working
Scroll down to number 5. Reinstall the Settings app.
    Try that out.

I don't know much about your issue, but I always firstly do an sfc and dism check and it usually sorts out any corruption issues. Did you resolve your issues?

Hi, if you wish, you can do this on a trial basis without affecting your present installation.

    a. You could use e.g. Virtual Box (free) to create a virtual machine, install Win 10 as a VM, and have an instance of Win 10 running in a window under Windows 10.

Now, if you suspect one of the programs you installed of having had this effect this could be
    a. when it's installed (a but unlikely, as users would surely complain)
    b. when it's used (e.g. a cleaner of sime kind).

Now you can discount all common programs - for example Office programs, media players... so you'd be looking for very much less common ones- unusual ones.

If you look through your list of installed programs only a very few are likey to stand out.

Now if the problem arises after e.g. using some cleaning program in a particular way, there's no guarantee that you will reproduce whatever you did.

Because it may be quite hard to reproduce what caused this, I really don't recommend you clean install Win 10 in place of what you have now.

    b. Replace the system disk with a spare disk and experiment with that.
Advantage- completely isolated from your present installation.

    c. Rely on a disk image of what you have now, and clean install on the same disk.
Probably the worst of the 3 options.

I use Macrium Reflect - still only use differential imaging. I've only rarely need to restore partitions.
Incremental imaging with that is available of course (paid version)

The free version is still available e.g.
Download Macrium Reflect FREE Edition - MajorGeeks
but only supported until Jan '24

Aomei Backupper is available in free and paid versions.

There are others- O&O DiskImage (paid or giveaway) would probably be my next choice.
As i promise, after i found what caused the problem, I will come back and post in order to help others in the same case.
The main problem was caused by vcredist2015_2017_2019_2022_x64.exe This is Windows Packagage, why!? I don't know. Soon I install it, My PC Properties get blocked, maybe vcredist2015_2017_2019_2022_x64.exe is incompatible with some of my other software, but that caused my problem for sure. As soon I install it gets blocked, i soon i uninstall it will My Properties on my PC work fine, Thanks to all for replays and trying to help
