Don't know what phone you have. I have an iPhone, and I don't know of any setting, or option, that would do that...
...neither am I aware of any app out there that does that. Nor am I aware that anyone would make an app that can do that...

Here's an alternate idea to something that would be able to do that:
Instead, type a the text message in Notepad, on a computer, or in some similar Notepad app on the phone. Then set an alarm at a specific day & time of when you want the message to go to your recipient. When the alarm goes off on that day & time, go to wherever you saved that text message, and type it / paste it into a text message that you can send, at that moment, to the person you want that message sent to. That's what I would do.

I use the same "set an alarm" idea for many other things. It's a quite helpful technique I use for many other things.

For example: Suppose that I want to go to the super market, but not right now because... too much traffic / rush hour / or something etc. So I say to my phone:
"Hey Siri, set an alarm in 3 hours from now."
Three hours later, when I'm busy with whatever else in my life, I hear my phone alarm go off, and I say! Oh! Gotta go to the grocery store!
The alarm feature on the phone is quite useful.

If there is a Text in your Messages that hasn't been sent, it will have a small x next to it saying Retry, if you have a connection, clicking this will send the message

Would you actually return to read responses? If and when you do would you actually acknowledge the help?
