Windows now refreshing several time a minute

This behavior started a few days ago. Lenovo 14s laptop, Win 22H2, build 19045.2673.

I ran sfc, which ID'd a few issues. I ran the DISM get well command, and then repeated sfc, which now reports no issues, yet this behavior continues.

    What to do?

What is the Make and Model # of your Lenovo 14s laptop?
Right click the Desktop and choose Display Properties. Change the Refresh Rate to one that is lower. You may need to lower the resolution as well. You can adjust the Scaling that works for you.
You can also go to the Lenovo web site and search for your Make and Model # and download the Display Adapter Driver for your model Official Lenovo Laptop, Accessories & PC Support - Lenovo Support US

All sounds good. I'll do all that and see if it fixes the problem.

I checked Display Settings. 150% magnification, otherwise set to the only available settings. No changes on the refresh issue.

So I deleted ALL the Display devices in Device Manager, at which point all the icons got smaller and bunched up in the upper left quadrant of the screen. So I rebooted, and screen appearance is almost normal, and the refresh issue seems to be gone. However, the screen brightness fluctuates, as though the Night Light setting goes on and off. Separate issue, though.

System is a custom order Lenovo 14s laptop with i5-1250P CPU, at 1.70 GHz and 16 GB of RAM. Not exactly a speed demon but it's a lot lighter than the Lenovo T-class business laptops I used before when I was doing a lot of business travel.

Have you actually tried disabling Night Light?

Also you might consider whether your PC has this:
Turn On or Off Auto Adjust Video Based on Lighting in Windows 10
Enable or Disable Adaptive Brightness in Windows 10
