I hoped that it would have helped, but alas Friendly Dates was not checked. I put a check mark in it to see if something would change, but no, it did not do anything to the date in file explorer after I restarted file explorer to ensure it was reading the most current data in the registry. Then I changed it back to a Zero and restarted file explorer and it is still showing the "Friendly Date". It is an annoying problem to say the least. This should be a simple fix. - bob
Supplemental information. I just checked my Thunderbird email and found that the date has changed there as well and shows this "Friendly Date" as well. I can't use email where I don't know what Month or Year it is from. I wonder where this format is coming from. - bob

I found the answer. I was playing around with the date the other day to try to affect the date in the tray and left the date format in a minimalistic format. To change it back I did this:
Hit the Win key, type “Region”, and choose Region settings. In the Region panel, scroll down and click Change data formats
That's it. All is fixed now.

BTW, what version of Windows 10 are you running.? The conversational date format was removed in file explorer as of May 2019 (Windows 10 1903 update).
