    Windows+E > View tab
Unselect Preview Pane then restart your computer
    Windows+E > View tab
Select Preview Pane then check if the issue persists.
    Already tried that, no changes.

    I read:

I've been having this issue as well. I just realized that all the issues were occuring when the directory had a "#" in the name.
Delete the "#" in the directory name and the problem should be solved. This goes without saying, that if your file name has a "#" in it, then you should remove it

Thank You! My file did have a # in the File Name, I deleted it/renamed the file with the # and the Preview problem was fixed!

THANKS! I was having this issue too. Deleted the # and it works great. Your simple observation just saved me hours of frustration trying to follow all the worthless "fixes" offered by the MS experts. I love how they all say they will stay and help you but as soon as they run out of canned replies they vanish.

I have no files or folders with "#" in the name.

    https://www.adobe.com/acrobat/pdf-reader.html

Update the Reader also could help, I read.

And then after update......click repair in Reader.

Just for interest, this shows just how complex and on how many places in the registry correct handling of previews is dependent:

    View tab. Then click Options.
Next to the Open File Explorer to option, change Quick Access to This PC.
Click Apply and OK to save the changes.Attachment 384498

    ...or try the opposite too.

change the view layout to Medium icons or largerAttachment 384499

    First disable the preview pane:

    Open Group Policy Editor
    Access Explorer Frame Pane folder
Open Turn off Preview Pane setting
    Select the Enabled option
    Press the Apply button
    Press the OK button.

Restart Windows explorer in Task manager.

And then enable the preview pane

In the registry (for Windows home)
    HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
create a NoReadingPane DWORD32 with value to 1.

EXIT Registry and restart Windows explorer.
Then open Registry and delete NoReadingPane DWORD32 with value to 1.
    Restart Windows explorer.
