Have you checked ---settings>update & security>troubleshoot>additional troubleshooters ---?
Does Reliability History have any reports?
Which software is causing the problem, Microsoft or Dell,or both?
You require an internet connection for ---dism /online /cleanup-image /restorehealth ---to function and then allow ---sfc /scannow ---to be successful. sfc does not require the internet connection.
Please confirm there isn't any third party software installed,as indicated by your statement ---nothing has been added ---Post 1,line 4.
