Yes, you can right-click on a PDF and select "Copy" or "Copy Text" to copy the content of the PDF. The exact option available may vary depending on the PDF viewer you are using. Some PDF viewers also allow you to select text within the PDF and use the keyboard shortcut "Ctrl+C" or "Cmd+C" to copy the selected text.
What many do not know is you can often open a pdf file in Word and save as a word file, and it does its best to keep format similar. Works best if mostly text based.
I once deleted an important word file that had taken several days to write and had carelessly not followed my own advice of backing it up. However I had sent a draft saved in pdf format to a client (never send word documents for QA reasons).
I converted pdf file back into word and, although not perfect, got it back in shape in about an hour. It would have taken me many hours to retype as it was about 25 pages long.
It does not work on pdfs that are just a graphic image e.g. a scan.
Bear in mind some pdf files are protected: some are image based (no text selection possible) whilst others are text based and you can select text as normal.
If you are dealing with any image-based text (that you can't select) you can use a program to OCR the text e.g. Abbyy Screenshot Reader, for example. There are other ways to OCR pdfs.
