Folder On Desktop; Placement Question ? (W10)

Hello,

A most Happy Holidays to everyone.

Here's an unusual one for my W10 pc:

I can drag an open application most anywhere on my desktop.
Behaves as you would expect.

I can position it immediately above the bottom bar (whose name I forget; taskbar ?).
Or, just about touching it.

But, I cannot do the same for any of my desktop Folders.

They won't get closer to this bottom bar top than about an inch or so.
This is true irrespective of the Folder size, if I change it.

Why might this be ?

How to have it behave similar to open applications
regarding placing "anywhere" on desktop ?
