Very quiet CPU for (mostly) office use?

As support for Google Chrome is scheduled to end in early 2023, I have to bite the bullet and move on to Windows 10 from my aging 32-bit Windows 7 host at home. I don't look forward to spending days installing and configuring all the apps :-/

I only use it for office stuff; The most CPU-intensive work I do is occasional home video editing.

It's powered by a 2900 Mhz AMD A8-3850 with Radeon HD Graphics CPU on an ASRock A75M-ITX mobo. It's very quiet thanks to running ASRock's eXtreme Tuner Utility.

What Intel/AMD CPU and motherboard would you recommend for my use that's as quiet and affordable?

The silent one at home is an Atom Microsoft Surface 3 (uses ssd), no noise at all except me when I write. Second place is a Celeron desktop all in one, very... very quiet, both are absolutely cheap and affordable fitting your needs. The Celeron can be more silent with an SSD.

I have the AMD A8-7410 with Radeon R5 and works pretty well with an SSD, it's the one making noise, but still very little.

I clearly understand you asked about CPU, but regarding Chrome and your Windows 7 machine reaching the end of compatibility, Firefox will still run, and it's more noble with resources, including less energy, perhaps you can stay with your CPU for some more time.

My wife has a MacBook Pro (Core2Duo) with an SSD, it's really fast and silent, what makes this thing so silent is good thermal past+service and clean vents.

The parts you already have are fine for windows 10. There is not much point in upgrading for no reason you say all you do is office work well these parts are fine for that.

You also want to make sure you have 64bit windows when you upgrade as your current CPU is 64bit unless its a typo you have been using 32bit windows which in effect you are short changing yourself in many many ways.

I mean realistically there is no defined bearing here that says you need to update your computer to use windows 10 because you don't but if you actually want to make a new computer then that is an entirely different story the framing of your post makes it sound the former though like you feel like you need to upgrade vs actually wanting to upgrade.

Another angle, any cpu is a quiet cpu with a water cooler.

Was going to mention exactly this there is no such thing as a quiet cpu lol because its the cooling solution that determines this but i left that out considering the context of my last post i thought it might make me sound a bit to rash if i added that ontop.

Buying new will give you W11. When you want to use your old keyboard, mouse and monitor you may consider a mini PC. My Intel NUC has a fan, which only operates when needed. I do never hear it.
