Windows 10 won't do a restart

Thanks for the suggestions. I ran "dism" and it didn't find any issues. But "sfc" on the other hand found some corrupt files and apparently it repaired them.

And I did disable indexing for all my external drives and as far as I know, none of them is bootable.

"Fast Boot" is already disabled as I mentioned earlier and the same goes for hibernation.

As of now, the PC boots fine and I hope it stays that way.

Update: the issue has not been solved. Sometimes I can restart and sometimes it just doesn't work. *heavy sigh*
