This would not be an issue if Microsoft followed well established software engineering standards!Be aware: I've heard a bunch of people have so many problems with Windows 11. I am not moving to Windows 11 any time soon.
General rule about things in life: Anything that is brand new has issues, problems, instabilities, etc. I must wait a few years until I install Windows 11, after all the bugs, issues, instabilities, get fixed.
Back in the 90s and early 2000s, things were much more stable and reliable when released. But nowadays, not to sound rude, but Gen Z is a group of.. well, not so educated people. Gen Z's releases are much less reliable than how the design of things used to be back then.
Me? I'm 37; I studied Mathematics in college, and apply mathematical concepts in my current every day life, including posting in this forum with answers that are based on mathematics, rather than my memory of how to fix things.
So my suggestion is to wait a few years before the upgrade, because... there is no rush to upgrade to Windows 11. It may be cool to have the latest technology... but... nobody around you would really care so much.
As for the concern about blocking Telemetry in Windows 11:
