Intermittent video stuttering across multiple platforms.

    I monitored my cpu and gpu, and observed no spikes during the stutter. It appears to be a system bug. And i've found multiple people around my google searches that have similar issues, however they're a lot worse. I seem to be lucky mine is only a minor annoyance.
    Issue is still present to this day. And i've found absolutely nothing which would indicate where the issue is located besides it being a win10 system issue.

    Hello Fusk, if you want, you can try with mpc-hc and you will see the spike.
    The spike you'll see is related to content decoding in mpc-hc, I'm pretty sure that the spike won't appear in the windows activity monitor.
    My idea is that at a certain point in a/v decoding a driver (the video driver,or any other driver designed to transport information between A/V output and kernel) stop to comunicate with the app used due to a bug/kernel problem, in this is way the system hang for a nano second and cpu/gpu are not charged by the app during the issue.

    That sounds plausible too. I have no idea what to do about it, or even if that is what happens in my case.
