i'm sorry to say it is very unclear to understand your problem and what you are trying to do so if you could clarify a little better that would be good, only so we can help further.

What was the program, and what tweaking did you do?

ok if i got it right it just hangs on the shut down screen (blue screen) waiting to reboot for said changes to effect on next start up, similar to doing windows update, it has to reboot for changes to take effect ??.

I know that my response does not resolve the issue for you, but I simply wanted to point out that when you see a message that the system will be rebooted in less than a minute, it is 100% perfectly fine for you to initiate a reboot yourself at that time.

Hopefully, someone has ideas to help you resolve the issue, but I just wanted to point out that you do not need to wait for the system to reboot on its own.

please correct me if i'm wrong but a fast shut down doesnt do a proper reboot to update system to enable any changes to effectively install said changes.

i always do the same as hsehestedt suggested, i always do a restart after anything that requires it via start > power > restart, i dont bother with the whatever it is "restart now" button at a prompt

@Callender is not referring to that fast shutdown feature. Although technically that feature is called "fast startup". It gets confusing, it all sounds the same to me What Callender is referring to are optimizations to change how long Windows waits for apps to shutdown, etc.

As for the fast startup feature, just for clarification, this feature only affects the behavior of Windows after a shutdown, it does not affect how a restart behaves.

If you have an interest in how fast startup works I encourage you to take a look at this tutorial:
