Cannot click on certain things in Start Menu or Settings

When I log into my pc, I can click the start button, then when I try to click on the power button or the account button, I can't. I can type into the search menu to go to "check for updates", but I can't click on check for updates. Whenever I try to click, it doesn't work. The "check device specifications" button underlined, and everytime I try to click "check for updates", both the "check for updates" and the "check device specifications" button flashes a white border around itself. Here is a video link of the issue in action.

Open a Command Prompt as Admin and Copy and Paste or Type the following Bold Command
DISM /Online /CLEANUP-IMAGE /RestoreHealth and press Enter. After that completes then type
    SFC /scannow and press Enter.
This will restore any missing system files. If this still continues. Your User Profile may be corrupted.

    Hi, welcome to tenforums.

You will have noticed the forum prompted you for your full Windows build number (so we don't have to keep on asking for it).
    winver

Please complete your PC specs (click My Computers below my post for example) - tutorial available in the huge invaluable Tutorial section (have a look) if needed.

History please: (rarely given by posters)
    - when did this start happening?
    - what happened before this?

Do you have a System Restore point created before this started happening?
If you do, use that, and advise the outcome.

    Please run
Start Menu Troubleshooter in Windows 10
    and advise the outcome.

    Try
Reset Start Layout in Windows 10
    and advise the outcome.

    Try
How to Reset Settings App in Windows 10
    and advise the outcome.

Please create a new user for test purposes.
    Log in as that user.
Do you see the same thing happen?

If you do not, general repairs such as SFC /SCANNOW, in-place upgrade repair will not help- it's a user account-specific problem.

This didn't work. The problem persists. It happens on both my System Administrator and Standard User accounts.

When I click on my computers, I don't see build number mentioned. Also, the problem began just yesterday. I have no restore points.

To know the version of Windows 10, go to Search and type winver and press Enter.
You can futz around looking for an answer, or do a Repair Install , saving all files.

I just tried using the MediaCreationTool21H2.exe to do a Windows 10 upgrade, and it still didn't fix the issue. Is that any different from a Repair Install. I am going to try the MediaCreationTool21H2 to make a USB and boot into it that way.

    Thank you for your reply

I gave you a series of steps to work through.... but no reply to those, just to the first part of my post. Those are directly relevant ...

Please review my previous post. Thank you.

For reference about the build number (which we now have, thank you): the forum prompted you thus:
Cannot click on certain things in Start Menu or Settings-win-10-version.png

    - and if you don't know how to do something.. you can try Google or see the huge searchable Tutorial section here.
