Spam the Escape key to choose boot device.
Will that work with Windows 10 stuck in Fast Boot?

If the OP needs a tutorial on how to test RAM using Mem Test86+, one of our moderators and members of the BSOD team @Boozad has created one here: Test your RAM with MemTest 86+

Again, this tutorial seems to assume that your computer can post.

I'm not too sure with this kind of thing, but can it have something to do with your CMOS battery? Just brainstorming(sometimes it helps)

Let me emphasize that my system appeared 100% stable the few times it booted. I believe I was even able to restart the computer with no problems. All is perfect, except when I shut my computer off completely.

But I sent my motherboard to Gigabyte and they say that all is well with it, testing it in multiple configurations.

If the motherboard is fine? Then its Power supply, CPU or RAM, assuming it has onboard video. If doesn't add that to the list. Can you put your RAM into another PC to test it? What do you have for spare parts? I would swap power supplies first, if you have a spare. Any beeps coming from the motherboard? The beep code may tell you what's going on.

I did an RMA on the power supply and it's already on its way. If the problems persist, I talked to a computer expert at my local computer shop and he said he can diagnose the problem. This will probably be my best option if the new PSU does not fix things.

Did you delete all your old partitions. I recommend reading How to do a Clean Install in this forum.
