I asked a friend of mine (who works in the IT department of a big company) a few days ago whether any big brands do sell laptop without Windows OS, so that the user can install the OS he likes. But he said no all laptops these days come pre-installed with Windows OS. Is this true at all? Thanks.
Yes, everything comes with a preinstalled OS nowadays.
Because with today's computer the only way to test them properly is to have a complete configuration installed...
That said, E-Bay has a whole section of PC Laptops & Netbooks without OS, or Disk drive...
Not entirely true- for example PC Specialist in the UK still allows you to specify no O/S.
But they build custom laptops and PCs from a narrowish range of parts.
And just looking at a picture, the base of the laptop is still readily removable.

If a big company wants to buy a large number of computers thay can get pretty much anything they want. Your choice of OS, no OS, custom case, your own brand name, and more. Just as long as you are buying enough computers to make it worthwhile.
For an individual your options are more limited. Most companies won't sell an individual computer without an OS. But some still do. But don't expect any great deals. It doesn't cost a major supplier much to include Windows with the computer.
I bought 2 Notebooks back in '19, a 13" $149 USD and a 12" $159USD, from TigerDirectB2B, both were Refurbished and came with Win10 Pro. Apparently those were from companies that had leased them or traded for newer and refurbished by a company that specializes in it and carried a full 1-year warranty, both are still working. When the pandemic hit in 2020 comparable machines were twice as much, probably due to the work-at-home thing. Unfortunately for the pocketbook neither will accept Win11.
my thoughts exactlyWhy one just get one with Windows, image the drive to be able to restore for re-sale value, then wipe and install your own preferred OS ?

your IT guy is wrong , not all latest and greatest laptops come preinstalled with windows ,like i said ( forgot to mention chromebook)
