Windows keeps pestering me about installing speech recognition

I installed Windows 4 days ago and when I connected to the internet it started downloading and installing speech recognition for English, among other optional functions. I'm not OK with having that so I canceled it and expected to be done with it for good. However, every half an hour or less I get an annoying pop-up alerting me that it is adding a new function and then, immediately after that due to an error it has failed to install: image 2022 06 30 190346908 — Postimages
A look at the optional components history already shows quite a long list, all about speech recognition:

So this thing keeps bogging my machine from the background doing it's nasty attempts even after I've explicitly refused. How do I block it once and for all?

Hi, I imagine you allowed this in the settings you used when installing Windows (see tutorial from the huge searchable tutorial section here).
Turn On or Off Online Speech Recognition in Windows 10

Try option 2 for a start.. but given the repeated failure to install, I'm not sure that will help stop the repeated download.

    For possible relief from this:
every half an hour or less I get an annoying pop-up alerting me that it is adding a new function
    try setting Active Hours appropriately.

Unfortunately your screenshots appear to be in Russian, the working language here is English.
The most appropriate and helpful way to post screenshots is thus:

Hi. Thanks for the reply. No, actually on the privacy setting stage of installation I declined all of the functions, just like it's shown in the tutorial.
Also, I look in Settings and there the 'Speech, inking and typing' module is disabled.

My language is not Russian, it's Bulgarian. Microsoft didn't give me any chance to choose English, it selected it for me based on IP when I downloaded Win 10. I hoped these images could still help bring more clarity.

And yes, I've seen the picture icon but for some reason it didn't work for me, when I made the original post. When I select an image and clicked 'upload file' nothing happens. Right now it's working though...

It's very strange, really, why this thing keeps trying to get installed on my system after being declined in every way..
What I can add as information is that in the list of failed attempts I see each occasion is labeled with error code 0x800F0908.

A similar issue more than four years ago was solved by re-enabling the Windows Update service:

This does not really seem to be the kind of solution I'm actually looking for. The person says they have enabled Windows Update and the feature has installed successfully and I don't want that - I'd like to prevent it from installing without being bothered by these pop-ups and without it running in the background hogging system resources and wasting bandwidth, even if to a small extent

Is Speech Recognition on? If so, switch it off. May help...

    Consider this:
Add, Delete, and Change Speech Recognition Profiles in Windows 10
Look for any options to disable this, and remove any profile that exists.

Considering your error number see e.g.
Error 0x800F0908 while installing Language Packs on Windows 11
(yes, I do know that refers to language packs.. - the focus is the number)
    and see
Reset Windows Update in Windows 10
    - which saves you issuing lots of commands.

    Got to start somewhere.

And while you're about it you may as well check this is disabled (it looks as if you did):
