This works the same as it did in Windows 8/8.1, you can create a local account. You just put in a bogus email, and when it fails it allows you to create a local account.
You don't need to put in a bogus email address you can just...

    A) Click/tap on the Create a new account link.
    B) Click/tap on the Sign in without a Microsoft account link.

Well, I've never created an account that way, I've always used an existing account.. so I guess I never saw that link It's a pretty unintuitive place to put it by any stretch of the imagination, but I guess it makes some sense in that you are creating a new account, just a new local account.

Your not wrong, it's almost like they want people to use live or create a live account

It would be nice if they made the local account creation a little clearer.

Well that's just it. They really don't want you creating a local account. They want it to be a difficult thing to find, so that you'll give up and connect using a Microsoft account.

Notice if you go to a Download site like CNET, and the valid download link is hard to find, but the spyware laden "installer" download is big and in green type? Same tactic.

I saw someone being able to pin Control Panel to start. *searches more* What an inconvenient way to do it... show the icon desktop, create a shortcut of it, then pin it to Start.

I stand my point for the Virtual Desktop. All instances of the open software are together, despite on an another desktop still. So, if you misclick, you fall back on whatever desktop the first instance is... Also, it's middle clicking.

Also, thanks for pointing out the thing during the installation and I agree with Jody above. They REALLY want you to use your account. And I don't like that. At all. Luckily I used an account I use for spam/"anonimousity".

I will also have to play with the Desktops. SysInternals has had such a thing for quite a while. I remember Mark had to use it once to get an anti-virus program to run to repair a system. I wonder if they can be used in such a way.

I will also have to figure out exactly what the little indicators below the icons on the Taskbar mean relative to Multiple desktops being open.

    Psst....

If you don't care for the start menu as I do, right click on the Taskbar, Properties, Start Menu, uncheck Use the Start menu instead of the Start Screen.

Sign out, sign back in, proper Start menu!

I was able to open IE on two different virtual desktops. One desktop showed it with one tab and the other had it with two tabs. If you hover over the icons, you can see the open windows and what is in them. That way you can tell which one you need to choose, but it has been that way for a while.

As far as signing in the local account, during the install, I just asked to create another account and on the bottom of that page there was an option to use a Local Account. 8.1 was set up pretty much the same way.
