    Windows 10 - <F4> Boot Problem

Hello everyone, I'm composing this forum post after days of frustration with trying to fix an older Samsung all-in-one PC. I've tried so many different tools and options but am unable to get this computer to boot properly.

As it stands currently, I'm running into the "All options are tried, press <F4> for any other key [...]" prompt whenever I go to boot the PC.

    For context:

    - The Samsung manufacturer logo pops up before transitioning to the boot menu
    - Tapping F6 repeatedly gives some general information about the PC (system information)
    - F10 is the boot options
    - F2 goes into BIOS (Aptio Setup Utility / Samsung BIOS Configuration)

    Regarding System Information:

    QR Code Version: 3
    Model Name: DP710A4M-L01US / DP71OA4M-LO1US (couldn't tell if it was a 0 or an O)
    BIOS Version: P03AGJ
    Manufactured WinVer: 10.0.15063
    Current WinVer: 0.0.0000.00000
    Sub Information: H(1000) DC2

    Applications / Tools I've Tried:

Hiren's Boot CD (although I wasn't very familiar with this tool)
Windows 10 ISO (via USB) (I've tried 3 different USBs using Windows official installation media, all failed)
    Paragon
    EaseUS Partition
    AOMEI Backupper (create bootable USB)
RecoveryDrive.exe (via another computer I have with Windows 10. I've tried with a laptop and desktop all-in-one)

I don't care about the information that's on the computer itself at this point since important data was painstakingly recollected by hand/memory for a different computer before its condition worsened. I'd assume some system files are corrupted but I just don't know anymore. I'd prefer not to toss this computer but if I can't figure out a solution to give me access to a Command Prompt window or a means to force a Factory Restore and repair any disk errors I may have to scrap it. I've come to this forum because I don't know where else to go. I've read some of the relevant tutorials regarding bootable devices but the computer will either go into a black screen or the bootable won't go past the Windows 10 logo.

I'm looking at freeware programs that will facilitate one of the aforementioned conditions in the meantime.

Is there something I'm overlooking here or am I just too frustrated to see a solution with this issue? Appreciate any assistance that's provided. I think this issue started occurring after a certain Windows 10 update. The KB4532693 I believe? I'm not entirely sure, but my research inferred that the security update affected a good number of PCs with booting issues. Strangely enough, the computers I've had with Windows 10 did not experience these issues, leading me to believe there were probably other problems.

Have you tried booting it from one of the Linux distributions that will run from a USB flash drive? Also, make sure all unneeded USB devices are disconnected. Try removing the RAM modules and reseating them.

Are you able to access and use the bios without any problems and if so,does the boot menu recognize the usb stick ?
In some systems, the usb is given a different name and position and often found in hard drive with a + [plus] sign.
Do you completely shutdown the pc,insert the usb, then restart ?
Could you clarify your comment ---before its condition worsened.----.

Please boot to the BIOS and make sure that these are off:

Secure boot: Enable or Disable Secure Boot on Windows 10 PC
Fast boot: Enable or Disable Fast Boot in UEFI Firmware Settings for Windows
    Ultrafast boot

    Try to boot each:
    Legacy
    UEFI without CSM
    UEFI with CSM

See if the computer can boot using:
    a) Memtest86: MemTest86 - Official Site of the x86 and ARM Memory Testing Tool
    b) Memtest86+: Memtest86+ | The Open-Source Memory Testing Tool
    c) Sea Tools bootable: https://www.seagate.com/files/old-su...lsBootable.zip

If any one or more of the above can boot then complete the RAM and / or Disk drive tests.
For RAM testing run eight passes.
    Memtest86+ can run unlimited passes.
Memtest86 is limited to four passes for each test (free version) so run two tests of four passes each.
Sea Tools bootable long generic test
