I want to set the battery charging to one that shuts off the charging rate at a certain battery full percentage as I keep my laptop permanently plugged in. I have looked in Settings but cannot find a way to do this ie shut off the charge at say 80% battery full.
No need since batteries and the charging circuits in modern devices are smart enough to not over charge, not charge while plugged in with a full charge. You do need to take it off of charge every now and then so that the battery can cycle to be kept at a proper charge level.
Some computer / motherboard makers provide Bios settings and sometimes software utilities to limit the charging percentage.
Others do not.
If your computer / motherboard maker does not provide such a facility then there's nothing you can do about it. There is no such thing as an MS or third-party utility to do the same job.
Dell has withdrawn their charging limitation utility. Earlier versions of Dell PowerLite have it but later versions do not.
- Dell tech support issued a video last year, Laptop Battery Myths, saying that charge limiting actually achieved nothing and that charging to 100% had no adverse effect. They did not provide any evidence for this.
- There are many claims that charge limiting slows down battery deterioration but there is no publicly-available data to support that claim either.
In summary, the facts have not changed since you asked the same question last year.

Hello. That is something that modern laptops just do. I can hover over the battery icon and it tells me it is plugged in, not charging. I am not sure if there is a way to alter when it decides to start charging again. That probably involves the battery usage data Windows gathers.
Generally such settings (if available) are in the BIOS. Some OEMs such as Dell provide utilities to set them from within Windows. These BIOS settings are very much make and model specific, not something you'd expect find in any Windows settings page. There may be an OEM utility available to download though.
