An interesting find - I figured out the significance on March 3, 2019: It was the day I first installed Windows 10 on my newly built rig.

Yesterday, I deleted the "Searches" folder. Today, I started Windows. The folder has not been recreated, while "Windows Search" is running as usual.
Not sure if this applies, but I'll post it anyways.
Back in the XP days, I used to use the default User's folder to save all my personal documents and files and stuff that I get online.
Now, though, with Windows 10, that folder just seems to fill up with useless folders & files that have nothing to do with anything, without me adding nor creating them (for example: such as the Searches folder with the those 3 default search shortcuts).
(I'm assuming you use that folder often, and like it to be clean with no useless files/folders in it, and I'm thinking you see that "Searches" folder with those "useless" default search files that list all your files on your computer... to be completely useless, in which I agree.)
So,
a long time ago, I created a different folder (at a different location) to put all my personal files that I create/download/etc. I customize everything in that folder to look.. cool...
AND the best thing is that Windows doesn't place ANY default files in there:
It's kinda like the personal users folder.
(Also, I have a separate Downloads folder that I placed on my desktop, to keep out the crowding of files that I download, from my personal files).
Maybe this would be an idea that you can consider, assuming it applies.
