@bobkn, I tried that. It didn't work. When installing, it keeps giving me an error 2 message when doing it through Command Prompt.

Once the file is download onto the computer what is the full directory?
First, create a new folder for the installer. Then, double-click the .cab file and when the files appear, press "Ctrl" and "A" simultaneously to highlight all the files, right-click one of them and select "Extract". When "Select a destination" appears, find your folder, highlight it and click "Extract". When the extraction is complete, browse to your folder, find "setup.exe" and double-click it.

In case the method posted by Ben Myers does not work then see if the administrative command prompt or administrative powershell commands work with the directory that appears in file explorer.
PowerShell can be used to extract files from a CAB file if the OP wants to play.
