Power plan keeps reverting to AMD Ryzen Balanced

Doesn't matter what plan I choose or what options I change within a power plan, nothing sticks.
It happens after a few seconds. Long enough for me to enable ultimate performance and close the window. Well, I didn't close the window and watched it re-enable AMD Ryzen Balanced power plan on its own.

Ryzen 3900x but I have a 5950x on the way but I don't think swapping CPU's would make a difference, unless it would?
    MSI X570 Gaming Edge wifi
    EVGA 1000 PSU
Windows 10 Pro which is up to date

I uninstalled the chipset drivers, still have the issue. Tried to install the latest version but the installer says I need a system update.

    I am stuck....

I'm running the driver you linked in your reply. So far it's going, or atleast looks like it is. Hasn't moved from this step... it's been about 5 mins.

Nope. It just stuck there. I gave it 30 mins while I watched a show and just closed it out. There was no error prompt either.

Here's the chipset driver install instructions. Maybe read through them once or twice, and see if there's something that catches your eye?
