Well, step one, would be to RUN msconfig, and on the first screen is a place where it says there will be a startup delay of 30 seconds. You can take off the zero, and leave the three, and gain 27 seconds in Boot Up time. Don't forget to SAVE your changes.
Then open the Task Manager and look at the Startup list of programs. You may find some or many that you can disable from starting up when you Boot up your PC. If you don't really NEED it, Disable it.
I just installed Windows 10/Pro/64, and I went through all the above steps, to get the lowest boot time. There's more! But, there's always more! Eh? But, what I've listed above is always a good place to start.

    Good luck,
    TM

The timeout setting only means how long any multi-boot screen will remain on before the default OS is launched.
If there is only a single OS then the timeout setting has no effect.

    All the best,

First try a Clean Boot, if that works, you can leave it this way, or you can add one startup item or service at a time until the computer takes a long time to boot again. Then you will know what the culprit is.
If that doesn't work, then that is an indication that the HDD/SSD is in the beginning stages of failing. Download DiskGenius in my signature. Select your Disk and go up to the Toolbar to Disk/View SMART Information. This will give you a quick snapshot of the health of your drive, You can also go to View or Repair Bad Sectors/Start Verify. This will take much longer. If you have bad sectors it will show them on a map. If you have more then a couple the drive is starting to fail and should be replaced.

I have not studied your etl file.

I agree with spunk that Clean boot procedures should help to identify the cause of your slowness.
But first, try Safe mode because it's quicker. It only loads MS software so can show you if the cause is or is not an MS software item.
Neither will help you identify the cause if the problem is degraded hardware though.

Clean boot is boring, repetitive & time-consuming but can be successful.

Please edit your profile with ALL your hardware specs. It will help us to help you

Did you always had a (short) black screen that now became long?
Did you install a new hardware or software? Do you have a SSD?

    Lets do the basic
Open a CMD window as administrator and type:
    chkdsk c: /f
It will say your disk is in use and ask if you want to schedule to next start = yes
    Restart
Pay attention on the results, specially bad blocks, bad clusters, bad sectors etc

Back to Windows, open a CMD window as administrator and type:
    sfc /scannow

If it finds any corrupted files, fixing or not, reboot and run again

Good. Disk Optimization Turns Off... make sure this is on so the drive gets defragd.

If you don't need hibernation, keep/turn it off "powercfg /h off" - your shutdown and startup times will be faster.
