Power Plans can't be selected or modified anymore

On multiple PC's with Windows 10 Pro [Version 21H1 (Build 19043.1466)] the Power Options pannel doesn't display power plans anymore any every option i.e. "Choose when to turn off the display" lead to missing power plans. Any change regarding power options, including through cmd produces an error 0x6ba "The RPC server is unavailable".

I assume these issues are due to recent windows updates but I need the ability to set and customize a power plan back.

    *Edit: for some cleanup*

After digging in I found the service "Power" wasn't set to start automatically anymore and changing that and a restart finally brougth back the options.

I have a PC that is missing this also. Can you detail the steps you took to bring it back?

    1. Windows Button -> Type "Service" -> Enter
    2. Scroll through services untill you find "Power" -> doubleclick
    3. If startup type is disabled for strange reasons set it to "Automatic"
    4. Restart PC and the power plans should be back
