Win key + R, then type dxdiag followed by return.

Search reliability history from the taskbar.

Before I would look at anything more, I'd run the SFC utility repeatedly until it reports no corruption found. I've had more than one experience where it has found & fixed corruption and on the next run it reports found & can't repair, forcing a use of DISM.

Would it be wise to just delete Dragon Gaming Center?
    I don't use it.

I removed the Dragon Gaming Center.

The problem did not go away.

Upon a fresh boot, the left clicky is not responsive in either the build-in pad or the external mouse ( any mouse )

What does work, is when I right-click several times, about 4-5, then it comes out of of that stuck mode and becomes un-stuck.

That's the only thing I can do right now. Why is that? What causes it to get stuck? could it be, after all, a hardware issue? Should I clean the laptop touchpad clicky keys, both left and right?

I saw that but did not download it since it came from a non-official source. I removed it via the normal method in Windows.

Dragon Center may have residual files left over in the Registry, that is why I suggested using the software manufacturers removal tool link in post #16. You can also use an Uninstaller program like Revo Uninstaller and use Hunter Mode if the program is no longer in the Uninstall List.
