    IT MIGHT BE WORKING!!!!
Just for something to do on a very cold day I downloaded again the Creation Tool to the USB.
Then I ran through the installation again. After the reboot, the installation started all over again. I stopped it and removed the USB.
Maybe that has been my problem, the darn thing wanted to boot again and install again from the USB.
After the reboot I had spinning dots that seemed to last for a long time, so I went out to my workshop for a few hours, when I came back, I had screens I have never seen before!
Currently I am at the point of creating an account. I don't want to, so I will go back to the tutorial and continue.

And the failing drive is destined to be a target either a hammer or a bullet.

Thanks everyone for the help, I will close this out when I feel the problem is solved.

You have to create an account to login to. If you don't want to create or use a Microsoft Account, you can disconnect from the internet before that screen and you can click I don't have internet. Then you can create a Local account where you create a user name and password. Then connect to the internet again for Windows Updates.

I did manage to create a local account and got the job done.
Now I am installing all my software.
Looks like all that got lost were my emails and address book. Bummer.
It was in that hidden folder "Users>DellUser>AppData>Roaming>........."

Again, I really appreciate the help here. THANK YOU!

We're glad you got it sorted. Once Windows is updated and all 3rd party software is installed, you should make an Image File of your computer with Macrium Reflect or your favorite imaging tool. And save the image to an external drive.

If the old HDD is still semi working, you can attach it as a secondary drive, if you can get into it you can browse to the Hidden %appdata% directory on that drive browse to Microsoft/Outlook and copy your .pst files to your new SSD in the same directory on the C:\drive. and Import it into Outlook.
