what i am doing is leaving the 4 way power plug on but turning off the screen he thinks that the 4 way power plug i am using might have drained the battery but i don't know if this is right or not
If you're talking about the CMOS/BIOS battery, it shouldn't be drained if the BIOS date/time is correct - but why turn off the power plug? Shut down the PC using Windows shutdown icon or just put it to sleep.

If the computer is truly Brand New as in it just came out of the box, then send it back to where you purchased it from and get a free exchange.
If your brother means "Brand New" is several months old, you can send it back to the computer/motherboard manufacturer and they will replace it for free,

It doesn't matter if someone built the computer or not, if the Motherboard is brand new it would be under warranty.
A 3 year old computer is not "Brand New" The Bios Update was loaded 12/06/2019
Press F2 or Del to boot into Setup (Bios) set the Bios to Defaults., Go to the Boot tab, under UEFI boot settings there may be a setting for Press F1 if there is an error. If this is Enabled, Disable it, Apply and OK and see if that works.

You are already setup for UEFI, no need to do it again.
Check under the Boot Tab, Disable Secure Boot and Fast Boot. then see if it has a setting for Press F1 if there is an error. If this is Enabled, Disable it, Apply and OK and see if that works.

okay will do fast boot is disabled but i can't see secure boot on Boot Tab and Press F1 if there is an error

fast boot disabled and secure boost is disabled but i can't see press F1 if there is an error section. but it still turns off and back on and comes up with same message when I shutdown my computer properly and then turn it off at the power switch then switch it back on again. so I have no idea what to do

    anyone please help me

Can you explain this a little more?
If you are shutting your computer down properly, you shouldn't have to turn it off at the power switch?
Are you saying that you Shut Down the computer in Windows using the Start Button/Shutdown after it shuts down, the computer restarts and gives you the message to press F1? this would indicate a Hardware Issue with your computer.
Remove all external USB and internal drives other then your Windows Boot drive. Boot into Setup (Bios) set Bios to Defaults, Save and Exit.
