so you will install the latest version of Windows 10.

The USB you uses previously is almost certainly for an older version of Windows 10. Once installed Windows would need to be upgraded to the current version, particularly if it is version 1909 or earlier. That version is out of support now. If you created that usb "When Win 10 came out..." then it will be for the original release from 2015, version 1507. I'd use the Media Creation Tool to make a USB with the latest version 21H2 and use that.

Create Bootable USB Flash Drive to Install Windows 10

Your wife's PC got a digital licence for Windows 10 Pro when you upgraded it to Windows 10 from Windows 7 Pro. This digital licence is stored on Microsoft's activation servers and is linked to the hardware ID of the PC. As long as the motherboard hasn't been replaced it should still have the same hardware ID. A clean install of Windows 10 Pro, skipping entering a key when asked, should activate from the existing digital licence as soon as it can contact the activation servers.

I burned another more current Win10 CD and I put it in the target computer and was met with Boot From CD followed by No Boot Device Detected, etc, etc,,,so now what?

Do you have any bootable CDs that boot, like your old one, just to make sure setup is good?

Try the new CD in another PC and see if it boots. Did you make the new CD using the Windows 10 MCT link I posted "Create Windows 10 installation media"?

If secure boot is on in BIOS, as a test, see if the new CD will boot with secure boot off.
