I think it's safe to delete both the file and the startup.
If you wish to be cautious, leave the startup disabled, and save the file somewhere.
Use the PC for 'long enough', then if ok clean up.
I never trust any .exes in AppData unless I know that I have deliberately made use of one of those applications that allows me to install it "for this user only".
I agree with dalchina. Disable them.
And consider where they might have come from.
- Had you installed or updated anything before the strange item started appearing at startup?
- Are you free of malware?

I would run ADWCleaner after disabling those entries.
