I tired of having to always click yes. If I didn't want to open the link I would not have clicked on it.

This is the popup warning that I get every time I click on a desktop shortcut.
What browser are you using to download? (Ie) Edge, Chrome, Firefox etc?
This message is saying the shortcut to a web page on your Desktop is not associated with any program on your computer and is an Unknown File Type
Did you save a Web Page to a Jigsaw Puzzle game online as a shortcut on your Desktop? You can associate the file to open with your browser.
I haven't seen this myself [or even seen reports of it] since 2016 [Windows 10 Version 1607, I think]. It was fixed by a subsequent Cumulative update.
I think you might be better off waiting for a few weeks for the next update but you could try one of these fixes [from 2016] instead.

Personally, I'd grin & bear it for a while.
There was another url-related fault doing the rounds at the same time and that was fixed by reinstalling any browser. Perhaps you could install / reinstall any third-party to see if it helps. I have no logic behind this suggestion other than that browser installation does do some work on url file Registry entries.
Please don't turn off UAC.

Thanks for trying to solve this behavior. Nothing seems to help. Perhaps will wait and hope for an update fix.
Right click on desktop item.
Select Properties
Go to General tab
Put a check in the warning located near lower right.
A Windows Update will not fix an Unknown File type for a Web Page Shortcut.
You have not answered the question What Browser are you using?
What web page were you trying to get to? Did you try doing as suggested in post #7? go to the web site you want and then Bookmark or save the web page as your Favorite. Click the Bookmark to make sure it works, then delete the unknown file on your desktop.
