How do I completely disable WFP so that I can modify system files?

I want to disable Windows File Protection or System File Checker (SFC) entirely on Windows 10.

I've found a registry key named SFCDisable that must be stored in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon which can be set to dword:ffffff9d which should in theory disable SFC and allow me to make any modifications to the system files I want.

After reboot I still can't make changes, and there is no way to check the state of System File Checker and to ensure that its truly disabled.

I want to make big modifications to my system, usually with automation, need to patch some files to be compliant with DPI awareness and Common Controls 6.0 manifests but I cannot proceed in doing that because of SFC...

Please be aware that you could expect any such changes to system files to be eradicated should you upgrade your Windows build (major feature update) or should you perform an in-place upgrade repair install.

I.e. you would need means to redo them readily.

I am of course aware of this, thus the reason for automation.
But I cannot suceed with that because the system replaces the file as soon as I modify it.

Boot from another OS to do the changes.
You might choose to boot from an InstallUSB & do the changes in its Cmd prompt using a batch file you've added to it.

Does this guarantee 100% persistence of the modified file? Considering that I've removed all services related to Windows Update and Store, I still wonder how do those theme installers modify imageres.dll for example, while the system is running.
