Do 'moveable images with no tab/window backgrounds' exist?

Hello, I have Windows 10 and sorry for the random question. You know how you can move a sticky note (or any other window) over pretty much anything if it's the latest thing you clicked?

Is there a program or extension that lets you do that with images, except you only see the image and no border/minimize/close buttons? Maybe unless you hover over it or right-click it?

I noticed the Sticky Note program lets you add images if you want, but there's no way to adjust the transparency/hide the sticky note itself (and even then I don't know if it would also affect the visibility of the image).

I thought it would be a cool (and potentially funny) feature, especially if you can set it to always be on top of all tabs and windows. Haha, put a top-layered realistic 'spider on your screen' image for someone to find.

You mean by dragging an image to a different folder?
Or maybe I'm not understanding your question>

Sorry, I mean the idea of a program or extension that lets you place an image that you can click and move around to different parts of the screen like a sticky note (for example). Just the image and no tabs or windows around it like a normal tab or window.

Like if you had a picture of Mario's mustache (with a transparent background), you could drag it over any tab or window and put mustaches on people/things, without having to just do it in photoshop or whatever. I'm easily amused so it would be a fun distraction in my opinion

I am not aware of program that does this. You can do it any photo editing software like Photoshop, Irfanview or any similar program with two images opened in the program.

There is a frameless image viewer here which comes close.
    Frameless – Skwire Empire

It can be started with lots of options including say setting position, normal transparency, alpha transparency for .png images, always on top, duration, clickthrough, hide from taskbar etc.

The only thing which doesn't seem to work is hiding the context menu completely except for removing 'Exit' from it.

Not really die-hard about the bug prank idea; that was just an example of one of the things I imagine could be done with that sort of program.

Thank you guys for the suggestions and I'll let you know if they do the trick! I just need free time to test them out, haha. I'll be sure to mark the thread as solved if we have a winner.

Irfranview has options to turn off everything, toolbar, status bar, menu and title bar. Without a title bar there's nothing to grab hold of to move it though. All you can do is resize the window, but with care that can be employed to 'move' the position...
