Video Recording doesn't work, how to troubleshoot, fix?

Ever since I upgraded to ten it doesn't work. I can't record full screen apps with any program it seems.
With OBS if I set the screen as the source it works, if I set fullscreen app, it doesn't.
With MSI Afterburner It doesn't work at all if I try to use a VFW codec. With internal codecs (which are coincidentally useless) it can record video.

Also when I try to play back ULH4 (UT-Video) recorded video with the official system codec it fails to work.

Something seems terribly f-ed up with codecs and/or hooking to fullscreen apps.

(I'd rather like to avoid re-installing the system from scratch. But I might need to if I get fed up enough. In that case can I somehow back up my local account (not the content) somehow, so I wouldn't have to suffer with NTFS permissions for months on)

Try ---videohelp.com---might be more orientated to the problem.

Downloading Open Broadcaster Software 0.659 Beta from FileHorse.com
(malware free on my system)

Issue likely with OBS and codecs. I have success using OBS Classic from the above link which has codecs installed. However, your use of OBS requirements may be more advanced and necessitate the new version.

Also, I use Monitor Capture as the Source.
