I have the excat same issue. I tryed many things, changing the default browser, repair installation, try to fit in the registry. Even tried to delete the .URL file extension entry in the registry and recreate it without any success. I wonder if ot has anything to do with the installation of Edge and trying to have the IE mode in it... Anyone has seen a fix for this ?

    MS Tech no clue

After support calls online and phone with taking control of my PC on a number of times I finally told them I am no longer interested in pursuing a solution.

At level three no one at MS Support seems to really have a clue or a solution. After throwing one idea after another in the hopes they might accidentally fix I finally gave up.

I can live without URL shortcuts working. Every session with MS wound up breaking something else like network or file associations so I always wound up with more work to do.

Perhaps Windows 11 is their way of admitting they created a Frankenstein with W10 so decided to try again. They have a ready pool of guinea pigs to keep trying stuff on. I'll not consider W11 given their inability to fix things that break in W10.

Seriously considering wiping C drive and going back to W7 which in my opinion was the last reliable OS released by MS since Dos 7.

I wasted an estimated 8 hours of my time and MS expended 8 hours of costly tech time and I am no closer to a solution than when I started.

Enough was enough. Done with this issue as there appears to be no fix unless some one her stumbles on something MS never tried.

    Thanks for everyone's input.

So what do you see if you right click an internet shortcut and choose "open with" ?

You should see something like this:

𝐔𝐑𝐋 𝐒𝐇𝐎𝐑𝐓𝐂𝐔𝐓𝐒 𝐃𝐎𝐍'𝐓 𝐖𝐎𝐑𝐊, open printer dialogue.-open-.png

Some suggest trying "open with" but there is no such option.
The option should be there so that's likely your issue. If you add it then see what appears. It should be set to Internet Browser.

Add or Remove Open with Context Menu to URL files in Windows 10

If the problem also happens in
    - another user account Add Local Account ... - TenForumsTutorials
    - Safe mode Boot into Safe Mode - TenForumsTutorials
    then I'd
    - run SFC SFC - TenForumsTutorials
    - run a Repair install Repair Install - TenForumsTutorials

And the SFC results & Repair install results?

    Ideas
    1 Test another user account
    2 Test Safe mode
    3 Uninstall all printers
4 Change url file association to Notepad just to see if you have any control over it at all 5 Reinstall Windows. Retest before any printer installations.

Downloading Sysinternals process monitor and or explorer, setting appropriate filters and seeing what actually happens when the .url shortcut is clicked may give a clue as to where to start looking.

I just opened Nirsoft File Types from the link given, click-dragged the padlock icon on the left end of the URL to the Desktop then I dragged that icon to the Taskbar to pin it there, didn't have to use Pin to....

No, the Open with option does not appear by default for url files.

Did you perhaps mean to post that in another thread?

Guess I misread the problem, thought it was about how to get a URL as a clickable shortcut on the Desktop and/or Taskbar.

Oh, I see. Actually, it's quite an unusual problem, isn't it. I don't think I have seen any previous reports like it.
