I was in the insider program only to get the Windows 11 ISO. I then opted
out. But was still being forced to upgrade through Windows Update. I do not
Like the way Microsoft is doing things these days. People should be able to
Choose. I opted out but in order to not be forced I had to reinstall Windows 10.
Now I see the below message and would like to get this message gone.
I would like to remove the following message. I will NOT be upgrading to
Windows 11. I do not even want to see this message. Is there a was to remove
    this message?

"Get ready for Windows 11. To see if this PC can run Windows 11,
check the hardware requirements or visit your PC manufacturer's website."

It's telling me to run the PC Health Check. It already said it does not meet
the requirements. Why does it ask to run PC Health Check?

Hello, see discussion regarding the message
How to remove Windows 11 incompatibility warning

    and
Make sure that windows 11 won't ever get offered via windows update

    for example.

With the policies I have in place, I do not see a message about Win 11 at all, thankfully.

Like you, I foolishly registered for the Insider program when attempting first to get Win 11 to try on a VM, and had difficulty deregistering and stopping Win 11 downloading. I did, but it was troublesome.

I went the UUPDump route to get my Win 11, just to avoid all those complications.

I'm using Windows 11 but coded a batch script for blocking Windows 11 update if you want you can execute the batch script to see it will stop update.

I also coded a batch script to hide Windows updates, see you can use it to hide Windows 11 update.

Those batch files require a KB number and it's not just for Windows 11. It is to block updates by the KB number. I ran it got to the message here it asked for KB Number. Does Windows 11 upgrade have a KB number? I also coded a batch script to hide Windows updates, see you can use it to hide Windows 11 update.

You can also hide updates by name of the update.
