    Thanks for the clarification.

    a. Which option do you have here?
    Attachment 349119

The second one would produce what you describe.
@Bree covered this in post #2.

Could you post a screenshot of what you see there?

    b. If you have the first option checked, then please create a new user for test purposes. Log in as that user.
Do you then see the same problem?

If not, that would help to explain why the in-place upgrade repair install you think you may have done and other such general windows repairs have not helped.

Check if the problem happens for a different user account on the PC.

I have created a new admin user and had the same issue with that account.

If you right-click on a folder and have the "Open in place" option, does that work correctly and open the folder in the same file explorer window? Just as a sanity test, of course.

@Try3 asked what happens when you're in Safe Mode.

    Could you please advise? Thanks.

Hello and good morning to everyone. Per the Safe Mode request I have attached a few screenshots that just lead to more confusion. Here goes:

Booted into Safe Mode without issue although I heard the all too familiar ERROR sound in the background but it was in the midst of the reboot, more on that later. Once I was up and running in safe mode I selected WIN+E and received the error shown IMAGE-01. So I tried to open EXPLORER, the old way from the start menu like some kind of Neanderthal and received ERROR #2, IMAGE-02. Somewhere according to commercials they shoot full length motion pictures on iPhones. Not on mine, sorry about the pics.

So while I was in SAFE MODE, I thought I would check out the Event Viewer to see if I could capture the reason behind my mysterious ERROR DING when restarting. Looks like Volume Shadow Copy wasn't running but that's not the issue, IMAGE-03. After continued digging I found IMAGE-04. I just ran dcomcnfg .exe and will be restarting. It's 8 freakin 20 and I already have a headache. In the name of all that is Holy, someone please come kill me.

Hmm, clearly something basically wrong. Event Viewer should run in Safe Mode.

Return to basics. I don't think you've checked your disk
    - Hard Disk Sentinel (trial, portable version available- excellent)
    - if ok, run
    chkdsk c: /scan
    from an admin command prompt.

If ok, perform an in-place upgrade repair install which keeps progs and data (I think you couldn't remember if done)
Download iso file (you can use the MS medai creation tool if youdon't have a current one)
rt click iso file, click Mount
    open new drive letter created
    double click setup.exe
