Yes. I don't understand why the board would be failing so quickly, though. I purchased it to replace an earlier board a month and a half ago. The only possible incident I can think that could have caused an issue with the board was an electrical issue with a USB port in the case(not the board itself) but that only seemed to cause a temporary issue with a device that was plugged into it. I have had no other issues until I attempted to use Safe Mode.

Well, you would be surprised. Its all machines making these things, so if its off, just a hair, it could cause issues. Sometimes its what you would least expect. I was putting my pc's guts in another case, and well, it didnt go as planned. Could always test like i ended up doing lol. See here for that story

No error lights now but still no picture on the monitor. This is just baffling.

As an update, I just tried the old motherboard(sans error lights), plugged everything into it and turned the system on and I get the same result: no picture. No BIOS. Nothing. I'm at a loss.

Nothing on screen while powered up and no bleeps: Usually a dead CPU. (unless the motherboard is bad)
I never got any beeps on any board even when the system worked. I even installed a little beep speaker on the last board I used and still never got any beeps. At this point, I've had people tell me essentially anything could be bad in the system: the GPU, the CPU, the HD, the motherboard, etc, which unfortunately tells me nothing in the long run. I don't know why it's not easier to diagnose problems than this, it just seems like everybody including myself is shooting in the dark.

Have you tried the monitor on either a known good computer or other known good video source?

Yes. The monitor is 100% functional.

    Try this:
Try booting your machine with Windows 10 installation media
At the Install screen, click on "Repair" on the lower left.
    Then Troubleshoot.
    Advanced.
    Command Prompt with Admin.
Select Command Prompt and type in the following:
    bcdedit /deletevalue {default} safeboot
If that gives an error, use:
    bcdedit /deletevalue {current} safeboot

The problem may not be that you’re stuck in safe mode but it’s worth trying.

How is @PrettyDesperate supposed to do that with no picture on the monitor?

I used msconfig, this was set to boot "selective startup" so I changed it to "boot windows normally" ... never again made my system unbootable, but it did get the bios screen telling me "no bootable disks found", after spending 30mins down the bios screen rabbit hole to try different disk settings, fortunately I had a Macarium bootable usb drive, issued the fix boot issues with my system, and I'm back to windows 10 desktop.
Msconfig now says Boot windows normally.... what a .........

So could you confirm the motherboard has no output with just monitor/keyboard/mouse connected? even after resetting bios using the jumper? and don't forget to pull the mains cable from the power supply socket! for a few mins.

I was hoping the install media would show a picture.

    Yep. Zero change.

That was one of the first things I tried actually, but still nothing, unfortunately, whether it's HDMI or DVI. The monitor just behaves as though nothing is plugged into it.

    Hi, PrettyDesperate. Loll, nice moniker.

I dont think your problem is related to your previous configuration to reboot in Safe mode.

With minimal hardware connected. Verify all internal connections, Re-Seat all Pcie and memory cards, Verify all power connectors. If your computer has onboard video use this port for trouble shooting.

With the clear CMOS Jumper Enabled. Power on the computer and wait a little until it... Shutdown or reboot or boot normally

and finally... Or stays dead... Do you have a Voltmeter ?
