System no longer boots after msconfig Safe Mode setting

I am on Windows 10 Education and I was having difficulty entering Safe Mode. The system would not boot and I had to hit the power button to turn the system off and on again so it would start up normally. I decided to try going into Safe Mode with msconfig and now the system no longer boots period. I have tried disconnecting all SATA drives and still nothing. The fans and lights come on but the system never boots. Nothing appears on any monitor. I am faced now with an msconfig setting I need to change with no way to change it because the system no longer boots and I don't know how deep the issue goes to fix it. Do I need to replace the motherboard and hard drive? I have no idea.

Hi, whilst it is possible your disk has failed, it's possible some other hardware problem exists; there remains one basic question: can you still access your BIOS/UEFI? Do you know how?

There are no specs for your system. What is it and how old is it?

The two links in Option 2 of this tutorial
Boot from USB Drive on Windows 10 PC
list options for different manufacturers' machines.

You need to know what key to press just after powering up.

Do you see anything on the screen? If so, what?

Sometimes boot problems can be as simple as the CMOS battery having died.

    Thank you for the response.

I have an MSI B450 Gaming Plus Max motherboard with an AMD Ryzen 5 1600 CPU, ASRock Radeon RX570 GPU, and G.Skills Ripjaws V RAM. It was assembled late last year.

Check the connection of the monitor to the graphics card. Also, if the motherboard itself has a video output, you may try plugging the monitor in to it.

Thanks for the suggestion. I've tried both but no change.

There should be a way to restore BIOS to defaults. Either a jumper that needs to be moved or a button to press. Try resetting the BIOS (clear CMOS settings).

I removed and replaced the battery and perhaps this is some kind of progress: I am getting a boot device error light. This is with both SSD and HD plugged in. Still nothing on the monitor, though.

Does it do this with everything unplugged (only motherboard/memory/cpu/video/keyboard/mouse)? If yes it sounds like a failing motherboard. You can try without ram or video also, it should beep different codes each time.

Nothing on screen while powered up and no bleeps: Usually a dead CPU. (unless the motherboard is bad)

Otherwise nothing on screen while powered up can mean: A loose or bad video card.

Yes. I don't understand why the board would be failing so quickly, though. I purchased it to replace an earlier board a month and a half ago. The only possible incident I can think that could have caused an issue with the board was an electrical issue with a USB port in the case(not the board itself) but that only seemed to cause a temporary issue with a device that was plugged into it. I have had no other issues until I attempted to use Safe Mode.
