In a new standard user account, explorer.exe is not found.

In a Dell laptop, with Windows 10 Home
    Version 21H1
    Installation date ‎2021-‎08-‎11
    Release 19043.1237
    Windows Feature Experience Pack 120.2212.3530.0

I created a standard user account, which on opening cannot find explorer.exe. This applies to "Run" explorer.exe as well. Could not access apps needed to paste a screenshot because the software list is not showing apps installed as Admin. I am referring to Irfanview.

Is this issue related to Home versions? This is not problem in the same but Pro version.

    What symptoms are you seeing?

You could have used the Screenshots facility then trimmed the picture up in MSPaint.

Check the Start menu > Windows System folder > File Explorer
Right-click > Pin to Start or More > Pin to taskbar

    Create your own Desktop icon
Right-click on Desktop > New > Shortcut > Browse .. > navigate to C:\Windows > scroll to bottom of folders, where individual files start > select Explorer(.exe) > select, OK > if you want it to open directly in your User folder, add the following switches {space}/n,/e,C:\Users\{username} > OK.

Thanks for all the suggestions, I was aware of them and checked everything before posting. Microsoft Edge installed itself to the user account on creation, when it was no longer installed in the Admin account. Uninstalling it in the user account as well, corrected the problem.
