Memory modules are installed in DDR4_1 and DDR4_2

Boot Advanced Options Maximum Memory is unchecked.

At the risk of giving insult, you're aware that the slots are not numbered in sequence?

A quick Web search shows several fixes for hardware reserved memory, but I'm doubtful about them.

I think what I'd try is booting the machine with one stick of RAM. Try each of the 4 slots. (Even though there is one slot designated as optimal for booting with one DIMM.) That was how I diagnosed a defective motherboard last year.

    Good luck.

It's a time consuming process, but I agree with @bobkn. Take one stick of RAM and try it in each of the four slots. See if any thing changes. If everything stays the same, then try the second stick of RAM by itself.

They are in the right slots. For some reason I can't add photos in this forum, but you can see a picture here: Troubleshooting Hardware Reserved RAM - Album on Imgur

It looks like one of the modules is bad. I tried both modules by themselves in each slot and one of the them booted fine each time, and the other didn't get to post in any of them. Thanks for the help.

It was a very long shot that the RAM wasn't in the right slots. I should have been clearer about that.

Glad that you found the problem. Much easier to deal with than a bad motherboard.

When Windows says that the exact value of one stick of RAM is hardware reserved, the cause is usually a bad stick of RAM.
