Windows 10 is stuck at brand logo during the start up process

    Have done a test on RAM by steps as the following:
    1. Disconnect the power,
    2. Take RAM out of its slot,
    3. Connect the power on
    4. Machine runs automatically by itself, (NEW PHENOMENON, NOT SEEN IN PREVIOUS TESTS)
    5.There is a continuing "B" sound (no "B" signal short or long before with RAM in its slot),
    6.Light in front panel is on,
    7.CPU & Graphic card fans are turning,
    8.Monitor is not on, (NEW PHENOMENON, NOT SEEN IN PREVIOUS TESTS)
    9.Keyboard & mouse are not functioning, no light on.
    10. Power button is dead, doesn't turn on or off if pressed, (NEW PHENOMENON, NOT SEEN IN PREVIOUS TESTS)
    11. Have to disconnect the power cable to turn the machine off. (NEW PHENOMENON, NOT SEEN IN PREVIOUS TESTS)

    What do you think, please?

    If your keyboard is plugged into a USB 3 port, and there are USB 2 ports available, plug it into a USB 2 port. Preferably one that is directly connected to the motherboard, not one that is on an expansion header, or any of the front jacks.
    Hard drives that use the 40 pin "80 wire" IDE cables don't use drive select jumpers. It's done by the cable.
    If its the older 40 pin 40 wire, they require the drive select jumper. You usually only see those these days on optical drives.
    SATA as far as I know doesn't use jumpers.
    The CMOS reset jumper may or may not have a jumper cap there. If it doesn't anything metal can be used to momentarily short the pins, "with the power off".

    USB ports:
    How does one tell whis is 3 or 2? There are 6 USB ports on the back of the machine. My keyboard & mouse are plugged in 2 of these ports.

    Hard drives:
    On this machine Acer T3-715, there are 2 hard drives, an SSD & a SATA3.
    The jumper on the board is for BIOS.
    Some say it is excellent to use the jumper to reset BIOS,
    but some others say it blows up the BIOS.
    I dare not try it anyway.

    Jumper cap:
    Some say that there is a cap put on by OEM but it's lost during the transportation.

    USB 3 slots are I believe Blue and USB 2 slots are white or black.

    Took a look at the USB ports. Yes, they are in 2 colours, black & blue. This is the first time for me to recognize this. What a shame.

    Some people say it blows it up because it will reset to defaults (the bios). Not a bad thing.

    I must admit im curious what could be the problem. i havent a clue for the main problem, but i at least can help with this tiny part :)

    I changed it from USB 3 to USB 2 port & had the machine on & tested the keyboard. There was nothing different at all from the previous situation.

    By the way, the keyboard & mouse are of the same brand of the machine. They all came together.

    The 4 pins are located at the lower edge of the motherboard. Directly down from the RAM slots.
    They are 2 pins on the left hand side & 2 one the right, about 6 to 8 mm apart from each other.
    Which 2 to short, please

    I can't tell you which pins to short from that basic info. You need to look up the procedure in the motherboard manual to be sure its done correctly.
